Travis J. Manceaux has been a lifelong resident of Lake Charles. He is a graduate of St. Louis Catholic High School and attended St. Margaret Catholic School in elementary and Jr. high. During his junior year in high school he started working in construction for a local construction company owned by his father. In 2010, longtime friend Taylor J. Filo and Travis J. Manceaux started PERC Development LLC. In his free time, Travis loves spending it with his wife Lacy and three daughters Riley, Presley and Ellie. If work and family do not keep him busy he also serves SWLA through various volunteer organizations like the SWLA BBB as a board member, President of ST. Margaret PTC (Parent Teacher Club), St. Margaret School Board, and numerous other building committees and civic organizations. Thankful for his loving and growing community he looks forward to continuing to place his mark on SWLA.

Founder
Taylor J. Filo has been a lifetime resident of Lake Charles. He graduated from St. Louis Catholic High School in 2001. Taylor J. Filo started working construction in 2002 as a carpenter helper working his way up to a lead carpenter. His love and passion for fine craftsmanship continues to lead the way for him today always looking to provide the finest quality in every project he does. In 2010, longtime friend Travis J. Manceaux and Taylor J. Filo started PERC Development LLC. Taylor loves spending time with his family, wife Mary Anne and three daughters Emily, Cate and Molly and is always up for an outdoor adventure. Being an avid hunter and fisherman Taylor is no stranger to SWLA as a sportsman’s paradise.

Ashley works at PERC Development as our Office Manager. Ashley joined the PERC Development team back in February of 2019/ With her associates degree in Drafting and Design, Ashley is gaining experience day by day and is a hard working member of the PERC team. Working the front desk, Ashley organizes meetings, manages databases, along with booking meetings and scheduling with clients.

Hannah is currently enrolled at Sowela Technical Community College and is on course to graduate in 2024 with her Associates in Business Administration. Hannah was hired at PERC in May of 2022. Having grown up around the construction environment her whole life, she has always had an appreciation for the work that was being done; However, she now has a new passion for seeing these projects really come to life! Jackson Landry

Jackson is a lifelong resident of south-central Louisiana. After earning his degree in drafting and design from South Louisiana Community College, Jackson began his career as a draftsman in civil engineering and found his passion for construction. After six years of experience in civil and structural design, Jackson believed he could make a larger impact and decided to make a career change and advance his career by taking a roll as a superintendent. Since taking this path, he has worked on many projects that include helping restore Louisiana after devastating hurricanes and other miscellaneous new build projects. When he is not working, Jackson enjoys spending time with family, friends, hunting, and playing golf.

Corey joined the PERC Development team during July of 2019. Corey is a valued and dedicated member of the PERC team with over 15 years of experience with the construction industry. As Senior Project Manager, Corey tends to project timelines and locating subcontractors for projects.

Chance joined PERC Development’s team back in April of 2021, with over five years of construction experience. With knowledge of petroleum engineering, and degree in process plant technology management, Chance’s title at PERC is project manager. Chance is in charge of organizing and motivating a project team, analyzing and managing project risk and ensuring customer satisfaction.

Robert works as a project manager for the PERC Development team. He has been with the company since January of 2016. Hardworking and family orientated, Robert puts care and passion into his profession and has been a part of the construction industry for over 30 years. As a former member of the US Air Force, and with an education from a HVAC technical School, Robert puts his skills to work: carpentry, facility maintenance, HVAC, plumbing and electrical.

Jordan posses a Bachelors Degree in Agribusiness, and joined the PERC Development team in December of 2020. As a Project Superintendent, Jordan helps to ensure workers and staff remain safe and on-task while performing their duties. Jordan is also responsible for with budgeting and scheduling projects.
Being able to see a project come together and once finished knowing it will remain for generations to come, is Jordan’s favored aspect of working construction.

Zachary graduated from McNeese with a Bachelors degree in construction management and has since gained five years of construction industry experience. Zachary serves the company as a Project Superintendent, and specializes in budgeting, monitoring work sites, and locating high quality materials and subcontractors.

PERC is excited to have Steve and his wealth of experience as part of the team. Steve has worked in construction from 1980 to today. He has served the industry in multiple roles from carpenter's apprentice to being a general contractor. He has owned his own company, Manceaux Specialities which merged and formed Conner - Manceaux Construction.
Steve is deeply tied to South Louisiana. He will be married to his lovely bride Pam for 43 years this year. He is the proud father of Travis, Jacob, Krisitie and Megan. He is the proud grandfather of 5 grand daughters. He has served his community in many ways - Board member and President of the MSU quarterback club, St. Louis School board member and overwhelmingly active in serving at St. Margaret Catholic church parish. He loves cooking, spending time with family and is an avid hunter and fisherman.
Steve looks forward to joining PERC for many reasons. He is excited to work with family (Travis, Founder). He loves the passion and professionalism of the PERC team and believes deeply that the PERC team is taking the construction industry into a new era.

Meet PERC Development's commercial construction Superintendent, Patrick Bellard. Growing up amongst a family of engineering graduates led to his passion for construction at a young age. In 2021, he received a B.S. in Industrial Technology degree from the University of Louisiana at Lafayette. He is an avid outdoorsman who enjoys hunting, fishing, playing golf, and spending quality time with friends and family. As a PERC Development commercial construction superintendent, he ensures each client's needs are met throughout the construction cycle; and guarantees projects will be completed to the highest quality standards, on schedule, within budget, and most importantly; safely.

Sports Management. After separating from the Air Force, Kasey has gained extensive experience across the United States through all facets of construction. He has worked with many clients including Tesla, Facebook, Google, University of Houston, MD Anderson, and many more prior to returning to Lafayette to raise his family. Kasey is married to Erin and they share 4 children. In addition to spending time with his family, he enjoys coaching and playing baseball, golf, hunting and fishing. Kasey is currentlystudying to obtain his Project Management Professional Certification.

Abby graduated in 2022 with an associate degree in construction management from Baton Rouge Community College. She started interning as a commercial estimator in the summer of 2021. Abby serves the company as an assistant project manager where she is growing her knowledge of the field. She was born and raised in Lake Charles before leaving for college and is happy to be back home. Abby takes pride in being a woman in construction and hopes to inspire younger girls to step outside of the gender norm!

Raegan has studied architecture at Pratt’s Institute in Brooklyn, New York, and Interior Design, Accounting and Business Administration at McNeese State University.
Raegan joins PERC as a project administrator where she is utilizing her extensive knowledge for developing, administering, and enforcing construction documentation, while maintaining quality assurance and quality control, from document creation to archiving. She has a great knowledge of the construction process, contractual relationships, and construction contract administration procedures. She is a highly organized, meticulous professional with over 30 years of experience and a proven knowledge in the construction/architecture industry.
