PERC Development LLC formed in October of 2010 as a partnership between Taylor J. Filo and Travis J. Manceaux. Both had been working in the construction industry for numerous years but wanted to leave their own legacy.
The company’s first focus was on infill real estate development and restoration projects in downtown Lake Charles. They recognized the need and demand for properties that had been neglected over the years and understood how the growing trend of “New Urbanism” would benefit the community. So, the company focused on acquisition of properties that could be rehabilitated and brought back to their original luster with modern day amenities.
After the first couple of years of buying, restoring, and selling homes in the downtown area, the community recognized PERC as a company who was truly dedicated to loving neglected properties and bringing a sense of quality that was unparalleled in Lake Charles. “Once we started doing custom renovations and custom builds for customers, we no longer had time to buy, renovate, build and sell for ourselves.” -Travis J. In January of 2016, PERC Development hired Robert A. Lyles as the Manger of Construction Services, allowing the company to reorganize and continue the reinvestment back into the local community. Robert works with both the Construction Services and Real Estate Development divisions of the company, working directly with clients on residential projects and also assisting the company in new property acquisitions, renovations, and buildings. “We have been greatly humbled by the overwhelmingly positive response from the local community and their appreciation for the quality product we provide. So, we know you’re wondering…what does PERC stand for? Passion – Excellence – Reliability – Commitment? Well, yes, but that’s not exactly it. Finding the perfect name for a business can be a tough task, but for Travis and Taylor it seemed fairly simple. PERC came from where any loving father would gain inspiration and motivation to make the community around them the best it could be—it came from their children. At the time, both Taylor and Travis each had 2 daughters (they now each have 3 daughters!) in which they took the first initial of each of their 2 daughters. The P stands for Presley (Travis’s middle daughter), the E stands for Emily (Taylor’s oldest daughter), the R stands for Riley (Travis’s oldest daughter) and the C for Cate or Catherine (Taylor’s middle daughter).
Every project at PERC is completed with the understanding that our family and community stand at the center of what we do. We intend to leave things better than how we found it, stand strong in our community, and help to build SWLA through quality and hard work.

Travis J. Manceaux has been a lifelong resident of Lake Charles. He is a graduate of St. Louis Catholic High School and attended St. Margaret Catholic School in elementary and Jr. high. During his junior year in high school he started working in construction for a local construction company owned by his father. In 2010, longtime friend Taylor J. Filo and Travis J. Manceaux started PERC Development LLC. In his free time, Travis loves spending it with his wife Lacy and three daughters Riley, Presley and Ellie. If work and family do not keep him busy he also serves SWLA through various volunteer organizations like the SWLA BBB as a board member, President of ST. Margaret PTC (Parent Teacher Club), St. Margaret School Board, and numerous other building committees and civic organizations. Thankful for his loving and growing community he looks forward to continuing to place his mark on SWLA.
Taylor J. Filo has been a lifetime resident of Lake Charles. He graduated from St. Louis Catholic High School in 2001. Taylor J. Filo started working construction in 2002 as a carpenter helper working his way up to a lead carpenter. His love and passion for fine craftsmanship continues to lead the way for him today always looking to provide the finest quality in every project he does. In 2010, longtime friend Travis. J. Manceaux and Taylor J. Filo started PERC Development LLC. Taylor loves spending time with his family, wife Mary Anne and three daughters Emily, Cate and Molly and is always up for an outdoor adventure. Being an avid hunter and fisherman Taylor is no stranger to SWLA as a sportsman’s paradise.
Robert A. Lyles is a longtime resident of Lake Charles, also having lived a period of time in nearby Lafayette as well as moving around a bit during his time in the military. Robert is an Airforce veteran having served his country from 1997-2000. In the Airforce, he became certified in HVAC and Refrigeration to further his construction knowledge. Robert A. Lyles comes from a construction family with his Father and Grandfather owning a prominent local construction company in 70’s and 80’s. It was with these construction companies that he got his first start in construction at an early age. After the military Robert moved back to Lake Charles working 7 years for Coca-Cola as a refrigerant service tech and worked 10 years as the Maintenance Manager for McNeese Student Housing. Robert and his wife Helen have 3 children Son’s Ashton, and Mason and Daughter Hannah. Robert loves working with wood, always having specialty projects that fuel his woodworking passion. When he is not woodworking you can find him in the woods at his family camp where he finds relaxation with friends and family by an open fire.
